This is a reserved internal IP address that's not supposed to be used externally. It's part of the 172.16.0.0/12 block as allocated by IANA. The problem is that blocking this IP address blocks all users using Docker working on a project protected by Project Honeypot, as Docker uses the 172.16.0.0/12 block automatically.
